Our Service
At North Yorkshire Council, the Housing Standards Team is responsible for ensuring that the Council's social housing portfolio of approximately 8,500 homes is maintained and managed in accordance with all statutory, regulatory, legislative, and recognised good practice requirements.
The team plays a key role in delivering a diverse range of contractor-led programmes and services that improve the quality, safety, and sustainability of Council homes. These include planned capital improvement works through the Decent Homes Programme, major adaptations such as property extensions and complex accessibility works, the management of construction and specialist contractor frameworks, Dynamic Purchasing System (DPS) administration, and the oversight of various service level agreements. Working closely with contractors, stakeholders, and residents, the team ensures that projects are delivered safely, efficiently, and to the highest standards, providing excellent outcomes for tenants across North Yorkshire.
The Role
The Housing Standards Team is seeking an experienced and motivated Level 3 Contract Supervisor to lead on the procurement, management, and delivery of a diverse portfolio of external contracts from our offices in Harrogate, Richmond or Selby. This is an exciting opportunity for an individual with a strong background in housing, construction, or property maintenance to play a key role in delivering high-quality services and improvement programmes across North Yorkshire.
The successful candidate will be responsible for overseeing a range of contracts, including planned maintenance, capital investment works, disabled adaptations, retrofit and decarbonisation projects, and specialist housing services. You will ensure that contractors deliver works safely, compliantly, and to the required quality, programme, and budget standards, while maintaining excellent customer satisfaction.
You will have substantial experience in contract management and procurement, a strong understanding of health and safety legislation and compliance requirements, and knowledge of the Procurement Act and public sector procurement practices. Working closely with contractors, residents, and internal stakeholders, you will lead on performance management, service improvement, and the successful delivery of planned works programmes that improve and maintain the Council's housing stock.
As a Contract Supervisor you will:
The post holder must keep up to date with all compliance, health, and safety related guidance and actively engage in the development of the service through continuous improvement initiatives.
The role involves spoken and written communication, so a confident use of the English language is required.
Host holders must have the ability to travel across the housing stock localities if required.

Other qualifications will be considered and can be discussed during an informal conversation. Additional building or construction related qualifications appropriate to the contracts being managed would be an advantage.
